Taiwan Visa for UAE Residents: Choose the Correct Tourist Route

Choose the route before you book the trip

For a Taiwan visa for UAE residents, the first decision is not where you live in the Emirates; it is which passport you will use to enter Taiwan. Taiwan’s official routes are written around nationality and passport type, while a UAE residence visa does not by itself create visa-free entry or eVisa eligibility. BOCA’s visa-exempt, eVisa, Travel Authorization Certificate and visitor-visa pages all frame eligibility by nationals or passport holders, not by UAE residency status (BOCA visa-exempt entry; BOCA eVisa).

The UAE-resident decision tree

Use this order before paying for flights or hotels:

1. If you are a UAE passport holder, check the Taiwan eVisa route. BOCA lists United Arab Emirates nationals among eVisa-eligible nationalities when relevant criteria are met (BOCA eVisa application).
2. If you are a UAE resident with another passport, ignore your UAE residence as the main eligibility test and check your nationality on BOCA’s visa-exempt, eVisa, TAC and visitor-visa rules.
3. If your passport is visa-exempt, travel under the visa-exempt allowance and respect the stated stay limit.
4. If your passport is eVisa-eligible, use BOCA’s eVisa portal if your purpose and passport type fit the eVisa rules.
5. If you are a citizen of India, Indonesia, Myanmar, the Philippines, Vietnam, Cambodia or Laos, check whether you qualify for Taiwan’s ROC Travel Authorization Certificate, often called TAC. UAE residence is not one of BOCA’s listed qualifying third-country documents for TAC (BOCA TAC rules).
6. If none of those routes applies, prepare a general tourist visitor-visa application and confirm submission instructions with the relevant Taiwan mission.

Four tourist-entry routes and when each one fits

Route 1: visa-exempt entry

Visa-exempt entry is the simplest route, but only for listed passport nationalities. BOCA lists eligible nationalities with different stay limits: up to 90 days for many passports including Australia, Canada, most EU states, Japan, the Republic of Korea, the United Kingdom and the United States; up to 30 days for Belize, Malaysia, Singapore and certain others; and up to 14 days for Oman, Thailand, Brunei and the Philippines, with time-limited conditions for Thailand, Brunei and the Philippines (BOCA visa-exempt entry).

Visa-exempt entry generally requires a passport valid for at least six months on entry, a confirmed return or onward ticket with confirmed seat reservation, and no ineligibility decision by immigration officers. BOCA notes exceptions for US and Japanese passport validity tied to intended stay. Visa-exempt stay starts from the day after arrival and is generally not extendable, except that Canadian and UK passport holders may extend 90-day visa-exempt stays up to 180 days under BOCA’s stated rule (BOCA visa-exempt conditions).

Route 2: Taiwan eVisa

A Taiwan eVisa is relevant if your passport nationality appears on BOCA’s eVisa list and your trip purpose fits. BOCA lists eVisa-eligible nationalities including Armenia, Bahrain, Bosnia and Herzegovina, Colombia, Dominica, Ecuador, Haiti, Kazakhstan, Kuwait, Mauritius, Montenegro, Oman, Panama, Peru, Qatar, Russia, Saudi Arabia, Türkiye, United Arab Emirates and Uzbekistan, subject to the criteria on the portal (BOCA eVisa application).

For UAE nationals, this is usually the branch to check first for a short tourist trip. BOCA states the eVisa is for tourism, business, visiting relatives, international conferences or sporting events. It is valid for three months from issue, is single entry, allows a maximum stay of 30 days, and cannot be extended or converted to another visa type. Applicants must hold an ordinary, official or diplomatic passport valid for at least six months from the eVisa application date; emergency, temporary and other unofficial passports or travel documents are not accepted for eVisa (BOCA eVisa rules).

Some eVisa-listed nationalities have extra conditions. BOCA states that Colombian nationals need a valid Schengen or US visa or resident certificate valid for more than 180 days. From 31 March 2026 through 31 March 2027, Armenia, Kazakhstan and Uzbekistan are listed with the same Schengen/US document condition unless using a Taiwan central-government agency or international-event Ecode route. For Russia, BOCA states that only ordinary passport holders are eligible from 7 July 2026 to 6 July 2027. For Türkiye, BOCA states only ordinary and special passport holders are eligible and that eligibility may be adjusted on a rolling basis (BOCA eVisa nationality notes).

Route 3: conditional visa-free entry through TAC

The ROC Travel Authorization Certificate is not a general shortcut for all UAE residents. BOCA limits the TAC route to citizens of India, Indonesia, Myanmar, the Philippines, Vietnam, Cambodia and Laos who meet additional conditions. The applicant must have a passport valid at least six months from arrival, an onward or return air or ferry ticket, and no history of blue-collar employment in Taiwan (BOCA TAC eligibility).

The key trade-off is that a UAE residence card does not count as the qualifying document. BOCA lists qualifying documents from Australia, Canada, Japan, Korea, New Zealand, a Schengen country, the United Kingdom or the United States: a valid resident or permanent resident card, a valid entry visa including eVisa, or a resident card or visa that expired less than 10 years before arrival in Taiwan. Work permits are not included. An approved TAC is valid for 90 days, permits multiple entries within those 90 days, and allows a 30-day stay from the day after arrival (BOCA TAC validity).

Route 4: general tourist visitor visa

If you are not visa-exempt, not eVisa-eligible and not TAC-eligible, the likely next step is a general visitor visa for tourism. BOCA says tourist visitor-visa applicants need a completed and signed online application form printed from BOCA’s visa website, two 45 mm x 35 mm colour passport photos taken within six months on a white background, original passport and copy valid for six months with blank pages, proof of stable financial resources such as a bank statement, a travel itinerary, return ticket or e-ticket or travel-agency proof, and any additional documents required during processing (BOCA tourist visitor-visa requirements).

BOCA describes visitor visas as being for foreign nationals intending to stay in Taiwan for no more than six months for purposes including transit, tour, visiting relatives, inspection tours, conferences, business and other MOFA-approved activities. Possible durations of stay include 14, 30, 60 or 90 days, while validity, number of entries and stay period depend on nationality, purpose, passport type and passport expiry under BOCA rules (BOCA visitor visa information).

What to do from Dubai or elsewhere in the UAE

If your route is eVisa, complete the BOCA eVisa form online, submit the required personal information and pay online by accepted card. BOCA states that MasterCard, Visa and JCB are accepted and cash is not allowed for eVisa payments; overseas missions may request additional documents by email depending on nationality and purpose (BOCA eVisa application).

If your route is a general visitor visa, complete BOCA’s online General Visa Application, then print and sign the form before submission. Assemble the passport, photos, financial evidence, itinerary and return-ticket evidence before contacting the mission. BOCA states that applications are lodged with necessary documents and statutory fee at Taiwan overseas missions, and an interview may be required when necessary (BOCA tourist visitor visa).

Before attending, confirm directly with the office whether it currently accepts your category of tourist visitor-visa submission, whether an appointment is required, the current service hours, local fee payment instructions and processing expectations. These Dubai-specific operational details were not established from the accessible official evidence reviewed for this article.

If your trip includes other visa-sensitive destinations, do not copy a Schengen filing logic into the Taiwan file. Schengen rules are built around main destination and competent consulate; Taiwan tourist entry is built primarily around passport nationality and Taiwan’s own visa categories. Carefully framed UAE-resident examples

Example A: Emirati citizen living in Dubai. Check the BOCA eVisa route first. The eVisa is for a short eligible purpose such as tourism and is single entry with a 30-day maximum stay. If the trip is longer or the purpose is not covered, confirm the appropriate visa category with the Taiwan mission before booking.

Example B: Russian citizen resident in the UAE. BOCA lists Russia on the eVisa page for ordinary passport holders from 7 July 2026 to 6 July 2027. A UAE residence visa is not the reason for eligibility; the Russian ordinary passport and BOCA’s dated eVisa rule are the point to verify before application.

Example C: Indian citizen resident in Abu Dhabi with a valid US visa. Do not assume the UAE residence card is enough. Check the TAC conditions: BOCA’s qualifying documents include certain valid or recently expired visas or residence documents from the US and other listed jurisdictions. If the TAC test is not met, check whether a visitor-visa route is available for the specific passport and purpose.

Example D: Filipino citizen resident in Sharjah. BOCA lists the Philippines for 14-day visa-exempt entry under conditions effective until 31 July 2027, with exclusions for diplomatic or official/service passports. The Philippines is also in the TAC nationality group, but TAC still requires a qualifying third-country document. Choose the branch that matches the actual passport, trip length and documents.

Example E: UAE resident with a passport from a BOCA designated country. Check the designated-country page before assuming tourism is available. BOCA lists Afghanistan, Algeria, Bangladesh, Bhutan, Cameroon, Gambia, Ghana, India Identity Certificate, Iraq, Nepal, Niger, Nigeria, Pakistan, Senegal, Somalia, Sri Lanka and Syria as subject to special visitor-visa procedures. BOCA specifically states Bhutan nationals are eligible to apply for tourist visas and Sri Lankan tourist visa applications are suspended effective immediately (BOCA designated countries).

When to verify before booking

Verify with BOCA and, where mission processing is involved, the Commercial Office of Taipei in Dubai before making non-refundable bookings if your passport has dated eVisa conditions, if you rely on TAC eligibility, if your passport appears on BOCA’s designated-country list, if you hold a temporary or emergency travel document, or if your purpose is mixed with business, conference, family visit, study or work.

For transit, use the same caution. BOCA includes transit among visitor-visa purposes for people entering Taiwan for no more than six months (BOCA visitor visa information). If you will enter Taiwan during a layover, check the passport route. If you will remain airside only, confirm with the operating airline and Taiwan authorities, because the official sources reviewed here did not establish a separate airside-transit rule for UAE residents.
