Russia remains one of the most culturally rich destinations accessible to UAE residents, but the visa process is more involved than most European applications. Unlike Schengen visas processed through VFS Global, the Russian Consulate in Dubai handles applications directly — no third-party submission centre is used for standard tourist and business visas. The single most misunderstood requirement is the Tourist Voucher (Туристический ваучер), which is not a hotel booking confirmation but a formal document issued exclusively by a licensed Russian tour operator, without which no tourist visa application will be accepted regardless of how strong the rest of the file is.
Who Needs a Russia Visa from UAE?
Indian, Pakistani, Filipino, Bangladeshi, Egyptian, Chinese, and most Asian and African passport holders require a full sticker visa to enter Russia — UAE residency status, visa type, or length of stay in the UAE does not exempt them from this requirement. GCC nationals (UAE, Saudi Arabia, Kuwait, Bahrain, Qatar, Oman) are visa-exempt for stays up to 90 days under bilateral agreements. Citizens of select countries including Turkey, Brazil, Argentina, and Israel are also visa-free. UAE-based expats from these countries must apply for the sticker visa at the physical consulate regardless of their UAE residency type. Citizens of the EU, UK, USA, China, Japan, and several other approved nationalities may use the e-Visa, but even they may prefer the consulate route for double or multiple-entry visas, which the e-Visa does not offer. Business Visa

Single-entry business visas are valid up to 30 days; multiple-entry business visas can be valid for 1 year or 3 years with each stay capped at 90 days per entry.
