What the non-financial file must prove
As of 10 October 2026, GOV.UK says a Student visa applicant must provide a current passport or valid travel document and a Confirmation of Acceptance for Studies, known as a CAS. Depending on the case, the applicant may also need an ATAS certificate, parental or legal guardian consent if under 18, proof of relationship if under 18, TB test results and sponsor consent where relevant GOV.UK Student visa document guidance.
A UAE address or residence visa does not by itself decide every document issue. ATAS and some evidence rules depend on nationality, passport, course level, research area and the CAS wording. The practical task before biometrics is to make every source identify the same student and the same course.

CAS problems the university should fix, not TLScontact
The CAS for a UK Student Visa is issued by the licensed student sponsor. Appendix Student requires the CAS to be issued by a sponsor with a valid licence on the decision date, not to have been used in a previous granted or refused application, and not to be withdrawn by the sponsor after issue Appendix Student.
Pause the file and ask the university to amend or confirm the CAS before submission where a core field is wrong or materially unclear. The strongest pause points are: name, date of birth, nationality or passport number; course title, level, start or end date; sponsor or campus/place of study; fees paid or sponsor-provided accommodation payments; English-language basis; ATAS marker; and qualifications or references used for admission.

ATAS is about nationality and course area, not UAE residence
An ATAS certificate for a UK Student Visa from the UAE may be needed if the student’s nationality and course or research area require it. GOV.UK states that nationals of listed exempt countries do not need ATAS, and that students and researchers of other nationalities must apply if their taught course, research or employment requires it GOV.UK ATAS guidance.
Do not decide ATAS from a Dubai address, an Emirates ID or UAE residence status. Check the passport nationality or citizenship used for the visa application, the course level, the CAH3 code, the offer letter and the university’s CAS statement. For taught courses and research at master’s or PhD level, the institution should be able to confirm whether the subject area triggers ATAS.
GOV.UK says that where ATAS is required for a Student visa, the certificate must be obtained before applying for the visa so it can be checked as part of the application. The certificate is valid for 6 months for use as part of a visa application from the date of issue GOV.UK ATAS guidance. If the CAS says ATAS is required but the certificate is not yet issued, the safer boundary is to pause and obtain it before submitting.
For 16- and 17-year-olds: consent must say more than “I agree”
Student route applicants under 18 need written consent from both parents or legal guardians, or one parent if that parent has sole responsibility. GOV.UK says the consent must cover the visa application, the applicant’s living and care arrangements in the UK, and travel to the UK GOV.UK document guidance.
Appendix Children adds that the consent should provide parent or guardian contact details and, for entry clearance, confirm travel to and reception arrangements in the UK Appendix Children. For a 16- or 17-year-old applying from the UAE, the consent letter should therefore name the student, the course and destination arrangements, and explicitly cover: the Student visa application, UK living and care arrangements, travel to the UK, reception on arrival, and parent or legal guardian contact details.
If only one parent signs, the missing parent is not just an administrative gap. Prepare evidence of sole responsibility, custody or legal guardianship where that is the basis for one signature. Arabic documents need certified translations that can be checked
UAE applicants often rely on Arabic birth certificates, custody judgments, guardianship papers, name-change documents, school records or civil-status documents. If a document is not in English or Welsh, caseworker guidance says it must be accompanied by a fully certified translation by a professional translator or translation company that can be independently verified by the Home Office Student route caseworker guidance.
The translation must include confirmation that it is an accurate translation, the date of translation, the full name and signature of the translator or an official from the translation company, and contact details. For Arabic-name issues, check that the translation preserves name order, patronymics, spelling and passport transliteration consistently. TB test and other “maybe” documents: verify before you upload
