Key Takeaways
- 1There is no single EU minor-student checklist; UAE parents must start with the destination country and the exact study route.
- 2Under-18 status can change the visa category, especially in France where some pupils use the long-stay school-going-minor route.
- 3Expect evidence of both-parent consent, parent IDs, birth or guardianship proof, sponsor links, supervised accommodation and a responsible adult where required.
- 4Spain’s UAE materials require underage-student authorizations and a responsible person in Spain; non-UAE Spanish consulate pages are comparators only.
- 5Germany’s UAE student route requires a minor authorization form and parent or guardian passport copies; VFS attendance mechanics should be confirmed before the appointment.
Start with the warning: there is no EU-wide checklist for minors
A student visa for Europe for a minor from the UAE changes the file in two ways: the child may need a different visa route, and the parents may need to prove consent, custody, supervision abroad and the funding link more carefully than for an adult student. Do not build the application from a generic “EU student visa” list.
The controlling checklist is country-specific. France may use a long-stay “school-going minor” route for certain under-18 pupils whose parents do not live in France; Spain’s UAE study-visa materials add underage-student annexes and a responsible adult in Spain; Germany’s UAE national-student page requires a minor authorization form and parent or legal-guardian passport copies. See the official France-Visas page for school-going minors, the BLS Spain UAE study-visa checklist and the German missions’ UAE page for National Visa Category D: Student.
If the course, age or supervision facts are still uncertain, first confirm the route. Oki-Doki’s EU Student Schengen service can help UAE-based parents organize the country-specific student file, while our cost-focused guide to European student visa fees, legalisation and translation from Dubai explains how document preparation costs should be separated from official visa charges.
The country-first decision tree before booking
Use this sequence before paying for a school deposit, visa-centre appointment or document legalisation.
- Destination country first. Start with the country where the school, boarding programme, language centre, university or exchange host is located. A Schengen Visa for a short study trip is not the same as a national long-stay study visa.
- Age threshold second. Check how that country treats the child’s age on the appointment date, intended entry date or programme start date. Spain’s UAE checklist, for example, refers to underage students below 18 at the time of the BLS appointment; Germany’s UAE student page refers to applicants under 18.
- Choose the correct route. For France, a minor studying in France for more than 90 days in a primary or secondary school, or in a language or sports centre for minors aged 16 to 18, may fall under the long-stay “school-going minor” route if the parents do not reside in France and the child will be separated from them while studying, according to France-Visas. Spain and Germany use their own national study materials for UAE applicants.
- Separate long-stay study from short-stay study or training. A short course, school trip or training stay may use short-stay evidence, while a school year or long programme may require national visa or residence-permit evidence. If your child is joining a short school trip rather than a long course, the evidence logic is closer to our guide on a child’s Schengen file with consent and school-trip documents.
- Confirm the UAE filing basis. UAE residence can matter for jurisdiction. Germany’s national-visa page says habitual residence in the UAE is considered to exist if the residence permit or Emirates ID was issued at least six months before the application date, and the German Consulate in Dubai is not responsible if UAE habitual residence is not proven.
Minor-specific evidence map for parents in the UAE
The child still needs ordinary study evidence such as admission, accommodation, insurance and funds where required. Under-18 status adds a second layer: who authorizes the child to study abroad, who is legally connected to the child, and who will supervise the child in Europe.
| Evidence area | What changes for an under-18 applicant | Official examples to verify |
|---|---|---|
| Parental consent | Expect written authorization from both parents unless the destination’s checklist accepts a different legal basis. | France-Visas hosts a parental authorization form for a schooling minor that is completed by both parents and identifies the school, stay period and host family. Germany requires an “Authorization – Minors / Children under 18” form for national student applicants under 18. |
| Parent passports or IDs | The consulate may require proof that the signatories are the parents or legal guardians. | Campus France UAE lists copies of both parents’ IDs or passports for minors. Germany’s UAE student page requires passport copies of the parents or legal guardian. |
| Birth certificate | The file may need proof of the parent-child link, often translated and sometimes legalized depending on the country. | Campus France UAE lists a birth certificate translated into French or English. Spain’s UAE checklist says civil-status or family-member certificates, including children’s birth certificates, must be legalized by UAE MOFA or the relevant issuing-country authorities and translated into Spanish by a sworn translator. |
| Custody or guardianship | If both biological parents cannot sign, the file usually needs legal proof of who may authorize the child’s travel and study. | The accessible Germany UAE student page confirms parent/legal-guardian passport-copy evidence but does not set out every custody scenario. Spain UAE refers to a parental or legal-guardian authorization. Confirm the exact proof before booking. |
| Named adult, host or respondent abroad | Many minor files must identify the adult who is responsible locally or can act in an emergency. | France-Visas refers to respondent/contact-person details in France; the France parental form names host-family details and emergency authority. Spain UAE requires authorization of the responsible person in Spain, that person’s consent for Spanish authorities to consult the Sexual Offender Registry except for first- or second-degree relatives, and a copy of the responsible person’s Spanish ID or residence permit. |
| Accommodation and supervision | A dormitory, host family or relative’s home may need to show not only an address, but also safe supervision for a minor. | France-Visas lists accommodation and respondent details for the school-going-minor route. Campus France UAE requires accommodation for at least three months after arrival and adds adult-in-France emergency contact details for minors. |
| School enrolment | The acceptance document should match the visa route: school pupil, language centre, sports centre, university or training institution. | France-Visas lists evidence of enrolment, previous-year school reports and French-language level for school-going minors. Spain’s UAE study-visa materials include age conditions for certain study categories. |
| Insurance and medical evidence | Minor files may ask for insurance and, in some routes, health or vaccine records. | Campus France UAE lists health insurance and vaccine records for minors, with UAE local-authority vaccine records accepted. |
| Funding and sponsor link | The money evidence should show who pays, how that person is connected to the child and whether the funds cover the required stay. | France-Visas refers to financial support for school-going minors. Campus France UAE requires proof of financial means. Where bank evidence is needed, keep the sponsor trail consistent with the consent and birth or guardianship documents; see also the glossary definition of proof of funds. |
| Travel authorization and passport handling | Some countries or centres require parent signatures, parent attendance or special collection arrangements. | VFS Germany UAE says both parents must be present at the Visa Application Center to sign the VIDEX form, and that a child under 12 still attends but does not provide fingerprints. Passport collection rules should be confirmed with the relevant centre before the appointment. |
France example: under 18 can change the route itself
France is the clearest example of why parents should not assume that an under-18 child uses the same route as an adult student. France-Visas says the long-stay “school-going minor” route applies to a minor staying in France for studies for more than 90 days in a primary or secondary school, public or private, or in a language or sports centre for minors aged 16 to 18, where the foreign minor’s parents do not reside in France and the child will stay in France separated from them to study. The same France-Visas page says the category does not concern minors whose parents already reside in France.
The evidence listed by France-Visas includes enrolment in a French school, previous-year school reports, evidence of French-language level, accommodation in France, financial support, insurance, parental authorization and details of a respondent or contact person in France. France-Visas also states that the full list is generated by the France-Visas visa assistant.
For UAE-filed long-stay studies files, the Campus France UAE checklist is a separate UAE-specific reference. It lists registration on France-Visas, UAE residence evidence, academic-status evidence, proof of financial means, accommodation for at least three months after arrival, Etudes en France certificates and additional documents for minors. For minors under 18, that UAE checklist lists a birth certificate translated into French or English, parental authorization from both parents to travel to France, copies of both parents’ IDs or passports, a marriage certificate, contact details of an adult in France responsible for the minor in an emergency, health insurance and vaccine records.
The France-Visas parental authorization form for a schooling minor is detailed: it is completed by both parents, names the father and mother, authorizes the child to travel to France and stay with a named host family, identifies the school and stay period, gives emergency school and health authority to named hosts or an organization, requires parent signatures and asks for a photocopy of proof of identity such as a passport or driving licence.
Spain example: UAE materials add annexes and a responsible adult
For Spain, rely on UAE-specific sources first. The Embassy of Spain in Abu Dhabi study-visa PDF states that higher-education applicants must be at least 17, while post-compulsory secondary or training programmes, including language courses, require a minimum age of 18. It also says that if the student is underage, both parents must sign the national visa application form.
BLS Spain UAE’s national study visa page links to the UAE study-visa checklists for stays of 90 to 180 days and more than 180 days. The UAE BLS/Spain study checklist states that an underage student below 18 at the time of the BLS appointment must include a parental or legal-guardian authorization or affidavit signed by the parents or legal guardian, specifying the centre, organization, entity or institution responsible for the activity and the expected duration of stay, as per Annex IV.
The same UAE checklist requires an authorization of the responsible person in Spain, as per Annex V, naming the person legally responsible for the student in Spain. It also requires that person’s consent for Spanish authorities to consult the Sexual Offender Registry, except for first- or second-degree relatives, and a copy of the responsible person’s Spanish ID or residence permit, both sides.
Document formalities are stricter in the UAE Spain materials than many parents expect. The UAE checklist says civil-status or family-member certificates, including children’s birth certificates, must be legalized by UAE MOFA or by the relevant authorities in the issuing country; if issued outside the UAE, documents must be legalized by the Spanish Embassy in the respective country, and for third-country documents the Hague Apostille may apply. It also says all documents must be translated into Spanish by a sworn translator.
Do not import Spanish consular pages from Washington, Houston or Los Angeles into a UAE file as if they were binding. They may be useful comparator examples, but they are not UAE-authoritative unless the Embassy of Spain in Abu Dhabi or BLS Spain UAE adopts the same requirement.
Germany example: authorization, parent copies and UAE jurisdiction
Germany’s UAE national-student page says that a national student visa applicant under 18 must attach the signed “Authorization – Minors / Children under 18” form and passport copies of the parents or legal guardian. It also requires copies of UAE residency and Emirates ID and says the German missions’ UAE jurisdiction is limited to students who have not yet left the UAE.
Germany also has a UAE residence-jurisdiction rule that can matter for families who recently moved to the Emirates. The German national-visa page says habitual residence in the UAE is considered to exist if the residence permit or Emirates ID was issued at least six months before the application date; if habitual residence in the UAE cannot be proven, the German Consulate in Dubai is not responsible for processing the visa.
VFS Germany UAE adds practical minor mechanics. Its visa information page says that, for applicants below 18, both parents must be present at the visa centre to sign the VIDEX form. It also says that a child under 12 must still attend the appointment but does not provide fingerprints. If one parent is outside the UAE during the application process, VFS says the signed authorization form and passport copy with UAE exit stamps must be provided.
One caution: the German mission’s national-student page is stronger authority for the substance of the national study file. VFS’s minor-attendance language appears on the same UAE visa-information page and the page includes a National Visa Category D section, but some minor wording is placed around short-stay categories. Confirm appointment-day attendance and passport-collection rules with VFS or the German mission before relying on assumptions.
UAE execution scenarios parents should solve early
One parent is outside the UAE
Do not wait until appointment week. Germany’s VFS UAE page gives a specific instruction for one parent outside the UAE: provide the signed authorization form and passport copy with UAE exit stamps. For France or Spain, check the destination’s UAE checklist and the required consent form wording before booking because the evidence standard may differ.
Parents are divorced, separated or one parent has sole custody
Prepare the legal custody trail before translation or legalization. Spain UAE refers to parental or legal-guardian authorization and has formal legalization and sworn-translation rules for civil-status or family documents. The accessible German UAE student materials do not list every sole-custody scenario. For France, the official parental authorization form is built around both parents, so a missing signature should be discussed with the visa assistant or consular channel before appointment day.
One parent is deceased
Expect to prove why the second signature is unavailable. The exact document format is not established in the accessible UAE sources for France, Spain or Germany, so parents should confirm whether a death certificate, translation, legalization, custody order or guardianship evidence is required by the destination country.
A guardian applies instead of a parent
The file must connect the guardian’s authority to the child. Spain UAE refers to a legal guardian authorization; Germany allows parent or legal-guardian passport copies with the minor authorization. Where the guardianship order was issued outside the UAE, Spain’s UAE checklist warns that issuing-country legalization, Spanish Embassy legalization or Apostille handling may be relevant for third-country documents.
The birth certificate is foreign, missing or inconsistent
Do not assume a UAE residence file replaces the birth certificate. Campus France UAE lists a translated birth certificate for minors. Spain UAE expressly covers birth certificates for children within civil-status or family-member certificates and requires legalization and sworn Spanish translation. If names, dates or transliterations differ across the passport, school record, Emirates ID and birth certificate, fix or explain the mismatch before the visa file is submitted; the same consistency logic applies in our pre-submission mismatch guide for Schengen forms from the UAE.
Translation, notarization and legalization are unclear
Do not legalize every document blindly. Spain UAE gives explicit legalization and sworn Spanish translation requirements for relevant civil-status documents. Campus France UAE specifies French or English translation for the minor’s birth certificate but the accessible evidence does not establish every UAE notarization or legalization rule for French custody documents. Germany’s accessible UAE student page confirms authorization and passport-copy requirements but does not provide a full legalization map for birth or custody records.
Who attends, signs and collects the passport
Germany’s VFS UAE page says both parents must attend to sign the VIDEX form and that children under 12 attend without fingerprinting. Spain UAE says both parents must sign the national visa application form if the student is underage. France’s parental authorization form requires both parents’ signatures for the school-going-minor route. Passport collection and courier rules can change by centre and mandate, so confirm the collection rule with VFS, BLS, TLScontact or the consulate before the appointment.
What to verify before committing to a school date
Before booking flights or relying on a boarding-school move-in date, parents should obtain the destination-specific checklist and answer five questions: Does age change the visa category? Must both parents sign? Is a custody, guardianship or death document needed? Who is the named responsible adult abroad? Which birth, consent and family documents require translation, legalization or Apostille handling?
For a UAE-based family, the safest workflow is to decide the country route first, then build the minor evidence around consent, legal relationship, supervision and funds. Frequently Asked Questions
There is no single European minimum age for all student visas. Each destination country sets its own study categories and age rules; Spain’s UAE materials, for example, state age thresholds of at least 17 for higher education and 18 for some post-compulsory secondary, training and language-course routes.
No official source ranks an “easiest” country for a minor’s student visa. Parents should choose the country where the child has a real admission and can meet that country’s consent, custody, supervision, accommodation and funding rules.
A 12-year-old may be able to apply if the destination country has a suitable school or minor-student route and the file proves parental consent, legal relationship, supervised accommodation, funding and insurance. France, for example, has a school-going-minor route for certain long-stay pupils, but the exact checklist must be generated or confirmed for the child’s case.
The UAE does not set the European student-visa age category. For UAE-based applicants, the UAE mainly matters for jurisdiction and local filing mechanics; the destination country decides the visa route and minor evidence.
