Where UAE residents submit a Japan short-stay application

The UAE filing route is residence-based. The Consulate-General of Japan in Dubai states that its jurisdiction covers UAE nationals and other nationals with residential status in Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah; it also states that applicants residing in Abu Dhabi, including Al Ain, must apply at the Embassy of Japan in Abu Dhabi according to the Dubai Consulate visa page.

Your passport nationality does not decide whether your file is under Dubai or Abu Dhabi jurisdiction; your UAE residence location does. Nationality matters for a separate question: whether you need a visa at all, whether a short-stay exemption applies, and which category fits the visit.

VFS routing since 1 August 2024

The Dubai Consulate states that from 1 August 2024 it entrusted VFS Global with facilitation of the Japan visa application process and no longer accepts ordinary visa applications directly, except diplomatic and official visa applications as stated on its visa page. The Embassy of Japan in Abu Dhabi similarly states that all visa/e-visa applications, including short-term and long-term applications for ordinary passport holders, are received at VFS Global with an appointment on the Embassy Visiting Japan page.

VFS is the intake and logistics channel, not the visa decision-maker. VFS describes itself as the official partner of the Japanese missions in the UAE, and its own announcement explains that its role is limited to front-end administrative tasks such as collecting application forms and required documents; visa decisions belong to the Japanese authorities according to VFS Global’s Japan UAE service announcement.

If you hold an ordinary passport, start with VFS and the relevant mission instructions. If you hold a diplomatic or official passport, do not assume the same appointment route: the Embassy says only diplomatic and official passport holders will be received at the Embassy, and the Dubai Consulate names diplomatic and official visa applications as its direct-application exception.

Who needs a visa before travelling from the UAE?

Japan’s short-stay visa exemption is based on passport nationality and passport conditions, not on UAE residence. The Ministry of Foreign Affairs of Japan lists 74 countries and regions with reciprocal short-term-stay visa exemptions; UAE ordinary passport holders are listed, with MOFA noting that the exemption for UAE nationals applies only to ICAO-compliant ePassport holders on the MOFA visa-exemption page.

Short-stay categories are not interchangeable

A short Japan trip from the UAE usually falls into one of several broad groups: tourism, short-stay business without paid work in Japan, visiting relatives or acquaintances, transit or another limited temporary purpose. The document logic changes with the purpose. A tourist file should explain a credible holiday; a business visitor file should explain meetings, inviter details and the non-remunerated nature of the activity; a private or family visit file usually depends more on invitation and relationship evidence.

A Single-Entry Visa may be enough for one holiday, honeymoon, family visit or business trip. A multiple-entry request should only be made when repeated travel is genuinely justified; approval remains discretionary and should not be treated as an entitlement.

Long-stay categories are a separate track. Work, study, spouse or dependent residence, business manager and other residence-related cases may involve Japan-side sponsorship or a Certificate of Eligibility process before the UAE submission step. Before booking flights or hotels: the UAE resident checklist

Use this checklist before paying for non-refundable flights, hotels, event tickets or internal transport in Japan. A confirmed holiday plan is not the same as a confirmed visa route.

1. Check visa exemption by passport nationality. UAE residence alone is not a waiver. Confirm whether your passport is listed by MOFA and whether any ePassport, registration or duration condition applies.

Core requirements UAE residents usually need to align

The safest starting point is not a pile of papers; it is one consistent travel story. It can affect when your passport is unavailable, whether courier return is mandatory, and whether public-holiday closures interrupt the sequence. Russian passport holders living in the UAE

Russian citizens resident in the UAE should check the same two gates as everyone else: passport nationality and UAE residence jurisdiction.
